Bruce Lathrop has a broad government contracts practice representing and advising clients in virtually any government contract matter. He has represented contractors in a number of industries with compliance programs, technical data rights, contract administration, negotiations, cost accounting, preparing contract claims, internal
investigations, and litigation. Bruce has appeared before the California Office of Administrative Hearings, the General Accountability Office, the Court of Federal Claims, and the Armed Services Board of Contract Appeals. He has represented aerospace/defense, industrial supply, and concession contractors in matters involving the Departments of the Navy, Air Force, and Army; the National Park Service; the U.S. Forest Service; and state and local agencies. He has also assisted clients in subcontract matters. Representative matters include:
- Advised on lobbying disclosure compliance
- Advised clients on government contract performance requirements and technical data rights
- Advised on liability protection under federal anti-terrorism technology law (SAFETY Act)
- Key member of ADR team that successfully resolved $90 million aerospace contract claim
- Launched compliance program and training
- Prosecuted U.S. and NATO contract claims involving radar, propulsion, and satellite systems
- Filed or opposed federal bid protests involving environmental and concession contracts
- Completed internal compliance investigations in connection with due diligence, voluntary disclosure, and subpoena-response
- Suspension and debarment negotiations
